A splash page is a page that a viewer comes to before entering your site. Sometimes a splash page is used when the site is being worked on, before a site is live or just a landing page for viewers to enter your site. The splash page design can include the logo as seen on your template (or a logo that you have suppied), a background image and text that links to your site's homepage or an email address for viewers to contact you.
